Concrete block is common in Florida, but “block wall” does not tell you the coating system. The wall may be bare CMU, stucco over CMU, previously painted block, split-face block, sealed masonry, or a mixture of repairs and old coatings. Preparation, porosity, moisture, alkalinity, and the wall’s exposure determine what belongs on it.

- Bare block is porous and uneven. Block faces and mortar joints can absorb paint differently.
- Moisture matters before and after coating. Site drainage, sprinklers, cracks, parapets, penetrations, and below-grade exposure can keep masonry wet.
- Use a coating intended for vertical masonry. Ordinary wall paint is not automatically a masonry system.
- Do not assume a coating converts a problematic wall into a waterproof wall. Water management still depends on construction and details.
Bare CMU Is Different From Stucco Over CMU
Stucco creates a cement-plaster surface over the masonry. Bare concrete block exposes the block faces and mortar joints directly. The resulting porosity, texture, and appearance differ, so preparation and primer/filler choices can differ as well.
If your house looks like a typical Florida stucco home, the paint may never touch the actual block. In that case the stucco—not the CMU—is the immediate coating substrate.
Porosity and Mortar Joints Can Telegraph Through Paint
Bare block can absorb primer and paint aggressively. Mortar joints may absorb differently from the block faces, producing uneven sheen or color if the system does not sufficiently seal and level the surface. For rough architectural block, a block filler may be used when a smoother, more uniform film is desired; for other walls, a masonry primer/sealer may be enough.

Check Moisture Before You Seal the Surface
Concrete masonry can absorb water from rain, irrigation, soil contact, leaks, parapets, cracks, and other building details. A coating may reduce surface water absorption, but persistent moisture can still produce efflorescence, blistering, or peeling.
Stucco Manufacturers Association guidance on masonry walls emphasizes good drainage at the base because water against masonry contributes to moisture movement and efflorescence. That same diagnostic principle matters before painting bare block.
Above Grade vs. Below Grade Is an Important Boundary
Many architectural masonry primers and paints are intended for above-grade vertical surfaces. A below-grade wall, retaining wall, planter, or wall under hydrostatic pressure is a different waterproofing problem. Do not assume an above-grade masonry paint is appropriate simply because the substrate is concrete block.
New Block and Mortar Are Alkaline
Fresh cementitious masonry has a high pH. Sherwin-Williams notes that new masonry alkalinity can damage unsuitable coatings and markets masonry primers specifically to tolerate alkaline substrates. The required cure time and acceptable pH depend on the exact primer/topcoat system.
Previously Painted Block
On an older wall, the existing paint becomes part of the substrate. Inspect for chalk, peeling, efflorescence, incompatible sealers, glossy areas, and water damage. Sound old coating may remain if the new system permits it; weak coating must be removed.
If the wall has many generations of paint, the weakest old layer can determine the service life of the new one.
Florida Code Check
The Florida Building Code’s weather-protection requirements depend on the wall assembly and construction type; they are not a generic instruction to roll masonry paint on every concrete-block wall. Concrete and masonry walls have specific code provisions, and permitted work must follow the applicable approved assembly and manufacturer instructions.
For a homeowner repaint, the coating decision is usually a maintenance/material-compatibility question. For reconstruction, waterproofing, structural repair, or a permitted wall alteration, code and local permit requirements can become central.
A Practical Specification for a Contractor Quote
Ask the contractor to identify:
- Whether the exposed substrate is bare CMU, stucco over CMU, or previously painted masonry.
- How chalk, mildew, efflorescence, loose paint, and contamination will be removed.
- How cracks, mortar defects, penetrations, and failed sealant will be repaired.
- Whether a conditioner, masonry primer/sealer, or block filler is being used and why.
- The exact topcoat and its permitted substrate.
- The required cure/dry/weather conditions.
- The intended number of coats and coverage/spread rate.
