A peeling pool-deck coating is usually telling you that the bond failed somewhere in the system. The visible peel may be the new coating releasing from an old coating, an old coating releasing from the concrete, or a moisture/contamination problem pushing the system apart. Recoating before identifying that weak layer can simply move the failure upward.

The most common things to investigate are poor surface preparation, loose previous coatings, moisture moving through the slab, ponding water, contamination, incompatible products, insufficient profile, and application outside the product’s weather/cure limits.
1. The new coating is attached to something weak
Florida Paints instructs applicators to remove loose or peeling paint before applying its acrylic deck coating. Its DuraDek cementitious overlay goes further and says existing coatings must be removed. These are two different systems, but both reinforce the same principle: the new surface needs a dependable substrate.
2. Moisture is moving through the concrete
UCI Paints’ South Florida guidance specifically discusses moisture vapor moving through concrete and building pressure beneath relatively impermeable deck coatings. The symptom can be blistering, peeling, or repeated loss of adhesion even when the surface looked dry before coating.
3. The surface was clean but not properly profiled
Cleaning removes dirt; profiling changes the surface so the new material can mechanically and chemically bond as intended. ICRI guidance treats the required concrete surface profile as part of selecting a repair/coating system. A smooth steel-troweled slab, for example, may need more than pressure washing.
4. The products are not compatible
Some coatings can be applied over sound previous finishes when the manufacturer specifies cleaning, abrasion, adhesion testing, or a tie-coat primer. Others require complete coating removal. “It stuck to a test patch” is useful information, but it is not a substitute for knowing whether the proposed system permits the underlying coating.
5. Rain, humidity, or temperature disrupted cure
Florida summer conditions create short weather windows. SureCrete requires no precipitation in the applied area for 48 hours after SureTex application. Other products publish minimum/maximum substrate temperatures, recoat windows, or water-exposure limits. A finish can look dry before it has developed the properties needed for rain or standing water.
6. Too many generations of coating have accumulated
UCI also warns about repeatedly coating already failing painted floors and decks. Each additional layer adds stress and preserves whatever weak interfaces are below it. At some point, removal may be cheaper than continuing to add film over an unstable system.
What to look at when a chip peels off
- If the underside is bare concrete, the failure occurred at the concrete/coating interface.
- If another color or older coating is attached to the underside, the new coating may have pulled the old system off with it.
- If the concrete surface itself is powdery or weak, the substrate may be failing.
- If failures cluster near wet areas, low spots, cracks, planters, or deck edges, investigate moisture and drainage.

A Small Field Test Can Expose Problems Before a Full Recoat
When the existing coating or substrate is uncertain, a controlled test area can reveal problems before the entire deck is committed. INSECO recommends reproducing the planned preparation and application on a representative area so adhesion, compatibility, porosity, appearance, and other substrate variables can be evaluated under real jobsite conditions.
This does not replace the proposed system manufacturer’s instructions. It reinforces a broader principle: an older Florida deck with unknown coatings should not automatically be treated as though it were clean, new concrete.
Florida Application Timing: Dew and Surface Temperature Matter
INSECO also emphasizes dew point and actual surface temperature when applying coatings. Early-morning concrete can carry invisible condensation, while the same deck can become much hotter than the surrounding air later in direct sun. Moisture at the bond line or application outside a product’s temperature limits can contribute to adhesion and appearance problems.
Ask the contractor how environmental conditions are checked for the specific system being installed – not only whether the weather forecast says it will be dry.
