A penetrating sealer and a film-forming sealer can both reduce water absorption, but they do it differently. One changes the behavior of the pores below the surface; the other leaves a continuous layer at or above the surface. That difference affects appearance, vapor movement, traction, wear and future recoating.
Penetrating Sealers
Silane and siloxane water repellents are common examples. Current Sika products describe these materials as penetrating into concrete or masonry and chemically reacting or lining pore surfaces so liquid water is repelled while water vapor can still escape. Many are intended to leave little or no visible film and little change in appearance.
Film-Forming Sealers
Film-forming products create a surface layer. Depending on chemistry and solids content, that layer may deepen color, add gloss, make cleaning easier or provide abrasion resistance. But because the finish remains at the surface, adhesion to the substrate, trapped moisture, wear, tire traffic, UV exposure and future compatibility can become important.

Neither Category Is Automatically Better
A driveway owner who wants an unchanged natural appearance and reduced water/chloride absorption may prefer a penetrating treatment. A decorative paver owner who wants color enhancement and joint stabilization may intentionally choose a film-forming system. A garage floor needs an entirely different resinous coating strategy. The job determines the category.
Ask for the Exact Product
“We seal all concrete” is not a specification. Ask for the exact product number, whether it penetrates or forms a film, intended substrate, allowable moisture condition, coverage rate, required preparation, slip/traction considerations and recoat procedure.
