A white or milky paver surface after sealing is not one diagnosis. The appearance can come from efflorescence below the film, moisture trapped in or under the sealer, excessive product, poor drainage, or an incompatible old coating. The first repair step is to determine which layer is actually white.

Do not automatically add another coat, acid-wash the surface, or pour solvent on it. CMHA specifically warns that pavers or joints that are not dry, a saturated base, non-breathable sealer, and over-application can cause whitening or cloudiness. Efflorescence is a different mineral-deposit problem and needs to be identified separately.
Problem 1: Efflorescence Under or Through the Sealer
Efflorescence is a whitish mineral deposit produced when water dissolves calcium compounds in cementitious material and carries them toward the surface. CMHA explains that calcium hydroxide migrates with water and reacts with carbon dioxide at the surface to form calcium carbonate. It is generally an appearance issue rather than a structural defect in the paver.
If a film sealer is applied before visible efflorescence is removed—or while more salts are still migrating—the deposit can become trapped under the coating.
Problem 2: Moisture Whitening or Blush
CMHA says most sealers require completely dry pavers and recommends at least 24 hours without surface moisture before application. It also warns that a poorly draining base, wet joint sand, or a non-breathable sealer can contribute to cloudiness. This is the classic “looked good when applied, then turned milky” failure pattern.
However, not every sealer has the same moisture requirement. Some current INSECO water-based paver products explicitly permit application to damp pavers. That is why diagnosis has to include the exact product name.
Problem 3: Too Much Sealer
More product is not automatically more protection. CMHA warns that excessive application can cloud the appearance. Behr’s current Low-Lustre Sealer directions likewise say not to allow product to pool and state that insufficient drying or over-application can produce a milky white appearance.
Thick film can also change traction, cure more slowly, and make future stripping more difficult.
Problem 4: New Sealer Over an Unknown Old Sealer
Recoating without identifying the existing product can create adhesion, softening, wrinkling, or whitening. Water-based and solvent-based products, acrylics, urethanes, penetrating sealers, and previous maintenance coats do not all behave the same way. A contractor should identify the old system where possible and perform a representative compatibility test when records are missing.
How to Tell Efflorescence From a Cloudy Film
- Powdery or crystalline residue: more consistent with efflorescence, especially if it can be removed from bare paver.
- Milky clear film: more consistent with moisture inside a coating or over-application.
- Peeling, wrinkling or gummy film: raises compatibility or cure concerns.
- Whitening strongest in low, shaded or wet areas: moisture and drainage deserve attention.
- White material clearly below an intact clear film: efflorescence may have been sealed in.
These are screening clues, not laboratory tests. The actual product and job history matter.
Why the Fix Depends on the Cause
An efflorescence cleaner is designed to remove mineral deposits from an exposed cementitious surface; it does not automatically remove a failed urethane or acrylic film. A solvent that can re-soften one acrylic sealer may do nothing useful—or cause damage—on another chemistry. A stripping process appropriate for concrete pavers may be inappropriate for natural stone.
Before attempting a fix, obtain the sealer brand/product, application date, number of coats, cleaning method, weather conditions, and whether an older sealer was already present.
Prevention Checklist
- Remove dirt, stains and visible efflorescence before sealing.
- Confirm the selected product is approved for the exact paver/stone substrate.
- Follow the product’s actual dry/damp-surface rule.
- Check rain, dew, irrigation and joint moisture—not just whether the paver face looks dry.
- Apply the specified spread rate and do not allow puddling.
- Do not blindly recoat an unknown old sealer.
- Correct chronic drainage or saturation problems instead of trapping them under another film.
