Why Paint Peels or Bubbles on Florida Stucco

Peeling or bubbling paint on Florida stucco is a symptom, not a diagnosis. Moisture, weak old paint, chalk, efflorescence, high alkalinity, poor preparation, painting a damp wall, incompatible coatings, and water entering through another building detail can all produce similar-looking failures.

The Short Version

  • Do not coat over loose paint. A new coating is only as secure as the layer underneath it.
  • Find out what is behind the failure. Bare stucco, powdery old paint, efflorescence, damp masonry, or another coating each point toward different preparation.
  • Look for moisture paths. Failed sealant, windows, roof leaks, penetrations, cracks, sprinklers, and drainage can all keep a wall wet.
  • New or repaired cementitious areas can be highly alkaline. The primer/topcoat system must tolerate the actual pH and cure condition.
  • Do a soundness test beyond the visibly peeled spot. Failure often extends farther than the obvious edge.

Failure Pattern No. 1: The Old Paint Was Never Sound

A common repainting mistake is to treat the visible topcoat as the substrate. If an older layer beneath it is weak, chalky, poorly bonded, or already delaminating, the new paint can pull that weak layer away from the stucco.

Sherwin-Williams’ surface-preparation guidance says previously coated surfaces should be free of loose paint, chalk, efflorescence, dirt, mildew, sealers, and other contamination before recoating. This is why “pressure wash and paint” is not a complete specification.

Failure Pattern No. 2: Moisture Is Pushing on the Coating

Exterior paint can lose adhesion when the substrate is damp or when water repeatedly gets behind the film. Sherwin-Williams lists leaking roofs, failed caulking, interior moisture migration, and painting a damp surface among causes of moisture-related exterior peeling.

On stucco, also inspect windows, doors, roof-to-wall intersections, control joints, penetrations, sprinklers, cracks, and the base of the wall. If a wall repeatedly gets wet from behind or remains damp, repainting the face without correcting the cause can repeat the failure.

Failure Pattern No. 3: Chalking or Dusting Was Painted Over

Old acrylic coatings can weather into a powdery surface. Cementitious material can also dust. If the new coating bonds to the powder instead of to a sound substrate, adhesion may be weak.

Cleaning should remove as much loose material as practical. Where a manufacturer permits it, a masonry conditioner can penetrate and bind light residual chalk or dust. Sherwin-Williams describes Loxon Conditioner as a penetrating sealer for vertical masonry and concrete that can bond light chalk and dusting concrete. That is different from trying to glue down sheets of failing paint.

Failure Pattern No. 4: Efflorescence or Alkalinity Is Involved

White mineral deposits on stucco can be efflorescence rather than paint chalk. Efflorescence forms when water dissolves salts in cementitious material and carries them to the surface. If active moisture movement continues, new coating can blister or lose adhesion.

Fresh cement, mortar, concrete, and stucco are also highly alkaline. Sherwin-Williams notes that excessive alkalinity can discolor or deteriorate coatings and that moisture can reactivate alkali-related problems. Use the cure time, pH limits, primer, and topcoat specified by the exact coating system.

Failure Pattern No. 5: The Wall Was Painted Too Wet

Florida’s frequent rain, humid mornings, shaded walls, and afternoon storms can make drying time unpredictable. A wall may look dry on the surface while still holding moisture. Manufacturer directions therefore matter more than a universal “wait one day” rule.

Behr’s current Masonry, Stucco & Brick Paint instructions, for example, call for rinsing and allowing a minimum of 24 hours to dry after cleaning. Other products can specify different conditions. The safest rule is to meet the exact product’s dryness and weather requirements, not to transfer one brand’s number to another.

How Far Should Loose Paint Be Removed?

Remove loose, peeling, flaking, or poorly adhered coating until the remaining edge is sound. Then test outward from the failed area. A repaint is not improved by leaving a weak transition that can still be lifted by a scraper or reasonable pressure washing.

The goal is not necessarily to strip every square inch to bare stucco. The goal is a clean, sound, compatible substrate that the new system is designed to cover.

Florida Code Check

Peeling paint itself is usually a coating-maintenance issue, not proof of a Florida Building Code violation. If the failure is being caused by defective flashing, a water-resistive barrier, wall drainage, a window installation, or damaged wall construction, those underlying components are a separate building-envelope issue.

A Better Repaint Sequence

  1. Identify whether the failure is paint, stucco, efflorescence, or multiple layers.
  2. Investigate active moisture sources before recoating.
  3. Remove loose and poorly adhered material.
  4. Clean mildew, dirt, chalk, salts, and contamination using a method compatible with the substrate.
  5. Repair cracks, failed sealants, and damaged stucco as appropriate.
  6. Allow the wall to meet the product’s drying and weather requirements.
  7. Use the primer, conditioner, or direct-to-masonry system specified for the actual surface condition.
  8. Apply the topcoat at the manufacturer’s required spread rate and film build.
